Who among us didn't have a male teacher at our high school like this? He technically didn't do anything wrong or weird, but you had a bad feeling about him and his favoritism toward certain female students. It was as if the boys in the class didn't exist. He always had female students who were as obsessed with him as he was with them. They would eat lunch in his classroom, and he would always call on them first.
My high school history teacher was like this, and I wondered if I was judging him too harshly. After all, I wouldn't think twice if a female teacher had favorites like this. But then again, I can't think of a single female high school teacher with such obvious favorites.

She's pointing out his unprofessionalism. It's strange to ask for a vending machine Diet Dr. Pepper from one of your coworkers just because you forgot change that day. He should've either waited until he had a break to go to the bank, or gone without Diet Dr. Pepper for one day of his life.

There is no world where it's okay for an adult male teacher to give a female high school student $200. It doesn't matter if he means no harm or if this bet was in jest: it changes the dynamic of their relationship. $200 is a lot of money for a teenager, and he doesn't want to be liable if she spends it on something stupid. No good parent is going to be okay with a teacher giving their kid that much money. A lot of parents don't even like it when teachers give their kids candy as a reward in class!
The only thing his colleague can do is report him and see what the administration does from there.
