Of course, the mother utilized the concept of familial importance as a manipulative tool to get what she wanted. There is no unspoken rule about distributing nearly half of the money you have earned to family members at the age of 19.
It's also important to note how the author acknowledges that her family is not exactly struggling financially anymore than usual. If it were a desperate situation and if perhaps it was the daughter's own idea, then contributing those funds would be understandable. Even then, though, the promise that said money would be returned down the road is not something that can be easily trusted.
Everyone's circumstances are different, and there are certainly instances when parents will need to lean on the financial support of their children. However, it's not like this 19-year-old had out-earned her parents. She wasn't swimming in dollar bills. She just accumulated $4,000 from part-time work.
