If someone really wants to, they can convince themselves of things that are not true. Whatever helps them form a narrative that features them as the victim and the other person involved as their alleged perpetrator.
Cats will do what they want, especially if their owner is giving them free rein over the rest of the neighborhood's front porches. This neighbor clearly has what I like to call “owner jealousy.” As a cat mom myself, I struggle to watch my beloved furry fella bond with others because, well, I want their attention all to myself. If I didn't know any better, the neighbor is feeling possible envy or jealousy, but is translating this to anger when she interacts with the resident.
