We have no idea how it works (nobody does, to be honest) - but we love it. And in this case? It's like they send a secret message, whispering to this sweet stray cat in their shared cat language "Go there, to that person. He will take care of you. We know you're scared, but go. Approach, and see the meowing magic unfold."

Lo and behold, the meowing magic did unfold - little by little, this sweet stray cat gained trust in this person. He fed her, gave her attention, and maybe most importantly in this weather - a shelter. Winter can be harsh for stray cats, but this person provided this beautiful feline lady with an outside cat shelter.
