The detail they questioned was tied to public law and not optional at all. What started as mild curiosity becomes the professional equivalent of falling into a tunnel that never ends.

An email goes out with receipts attached. The national team disagrees, a consultant disagrees, and everyone would rather move on than admit anything. Most people would stop there, but curiosity has momentum. The search continues, turning up proof that the whole organization has been quietly ignoring the same legal rule everywhere.
