Talk to the roommate again, that would be our first suggestion. It doesn't sound like she is a bad person, not to us, she may just be going through some difficulties. Either way, it's the cats' and kitten's health and well-being that needs to be considered first, and if this person is as good as we hope she is, then maybe she would understand that kind of approach.
