It's usually a matter of how old the twins are, how well they get along, and whether they want to do the same thing to celebrate. If they're 3, they can probably handle a combined party. If they're 13, they will likely want some independence from one another. Once they're adults, they could take two paths: rarely see each other or do everything together.
