Typically, when you pay your HOA fees, it's expected that everything the HOA promises you they'll take care of gets done.
Or maybe this isn't typical? I don't know, I rent. HOAs are constantly getting a bad rep because of how con-like they are in terms of fulfilling the promises they made to homeowners when they decided to join the HOA. If there is something going on in someone's home and an HOA is not taking the necessary steps to have it checked out and fixed, then the fees are just a pretty penny into the HOA board members' pockets.
The man in this story is dealing with a pretty major leak coming in from his roof, seeping into multiple walls in his condo. He put in a request to have it looked at and repaired, but the HOA said they'd send someone and hadn't done so yet. This man is trying to sell his condo to someone who said they'd purchase it if the repairs were made, so the man decided to go his own route and hire a restoration company to repair some of the leaky damage. The HOA was not happy about it, expectedly, and expressed that the man should have gone through the HOA instead of a separate entity. They send in a “roof guy” to look at and repair the remaining damages, but nothing ends up getting fixed.
